Fill goes in as layers, moisture conditioned and compacted to the dry density ratio your specification names, with testing by an independent NATA accredited laboratory.
If your job needs Level 1 inspection and testing under AS 3798, book it before we start. Level 1 cannot be applied after the fact, and Level 2 testing cannot be upgraded to it no matter how many tests get run once the fill is covered. We raise it at the start of every job, because the cost of getting that wrong lands on the developer rather than the contractor.
